Establish the baseline

Identify the decision-makers, document the formal approval path, and establish current capability against what the platform would enable. Nothing is proposed before this is written down.

Technical demonstrations delivered to the people who would run the system daily, not only to leadership. Operator confidence is what carries a programme through the approval stage.

Prove through pilot

A limited deployment against real or representative data, on agreed scope and success criteria — so value and scalability are demonstrated rather than asserted.

Secure authority and funding

With operational acceptance in hand, engage the levels that grant legislative direction and budget. A programme requested by its own operators moves; one imposed on them stalls.
